Rules of Origin — The Key Requirement

Rules of Origin determine whether your product qualifies as “Nigerian-made” for AfCFTA purposes. AfCFTA benefits only apply to goods that genuinely originate from an AfCFTA country.

The Core Test

Your product qualifies as Nigerian-origin if it meets one of these:

  1. Wholly obtained, entirely produced in Nigeria (e.g. a crop grown in Nigeria, or a mineral extracted from Nigerian soil)
  2. Sufficient transformation, substantially processed or manufactured in Nigeria, even if some raw materials came from outside Africa
  3. Value addition, at least 30% of the product’s value was added through production in Nigeria

For Fashion & Textile Traders: If your fabric was woven or printed in Nigeria, you likely qualify under “sufficient transformation”, even if the base yarn was imported. If you’re re-selling imported fabric without processing, you do not qualify.

For Agro-Processors: Raw agricultural produce grown in Nigeria almost always qualifies as “wholly obtained”, the simplest origin case. Processed agro products (e.g. shea butter made from Nigerian shea nuts) generally qualify under “sufficient transformation,” since real value-adding processing has occurred in Nigeria.

Important note for agro exporters: Origin qualification is separate from export legality. Some raw agricultural commodities are subject to their own export restrictions independent of AfCFTA, see the note in Agro Export Compliance.
